<p>Congressman Ron Paul quoted French poet Victor Hugo in describing his new campaign for liberty stressing that &#8220;armies cannot stop an idea whose time has come.&#8221;</p>
<p>The 2008 presidential candidate spoke exclusively to the Alex Jones show yesterday and described in detail how he is continuing the work he started during his Presidential campaign:</p>
<p>&#8220;To me it is amazing how the young generation have just jumped on this, just realised what is going on and they put together the burden of debt and the wars going on and the welfare state. I think we&#8217;ve really lit a fire.&#8221; Paul told an audience of millions.</p>
<p>Though the name of Dr Paul&#8217;s campaign has changed, he spoke of how the focus remains the same:</p>
<p>&#8220;We have a new group, it&#8217;s called <a href="http://www.campaignforliberty.com/">Campaign for Liberty</a>, which is a continuation of the other campaign, it&#8217;s always a campaign for liberty as far as I&#8217;m concerned. It&#8217;s in it&#8217;s early stages and we are backing and promoting a big rally in Washington on July 12th, I will be there and we are pushing that.&#8221; Paul said.</p>
<p>The group is also scheduled to hold a rally in Minneapolis at the same time as the Republican National Convention in September, which the Congressman was denied a speaking position at despite picking up a number of delegates during his campaign.</p>
<p>The new group currently has over 66,000 members and is aiming to recruit 100,000 before September 2nd.</p>

<p>Paul spoke of the unique nature of the movement he has seen blossom over the past year.</p>
<p>&#8220;The wonderful thing about our revolution was that it proved the old adage that ideas do have consequences. The founders weren&#8217;t just a rag tag bunch of guys getting together saying let&#8217;s go after the British, they were philosophers, they knew history and they had this all put together and they knew and understood it.&#8221;</p>
<p>&#8220;The most unique thing about our Revolution was that for the most part when revolutions come about they come about on the failure of one state and usually one group of thugs replaces another. Our revolution was unique in that the people had more freedom rather than less freedom and it wasn&#8217;t just a replacement of one group of authoritarians with another group.&#8221; Paul continued.</p>
<p>The Congressman also spoke of his optimism for the future but added words of caution concerning those currently in positions of power.</p>
<p>&#8220;I am more optimistic now because of the response that we have had and the willingness of so many people to look at the federal reserve, but we also have to realize how powerful they are and how much control they have and how they run the government, but at least I think we are being more competitive.&#8221;</p>
<p>&#8220;So far they haven&#8217;t rounded up tens of thousands, but there&#8217;s hints that they might if things get out of hand, it&#8217;s on the books now so it&#8217;s a tough fight and that&#8217;s why our ideas, a continuation of the founders&#8217; ideas, must have consequences.&#8221; Paul concluded.</p>
<p>Ron Paul also spoke in detail about the situation with Iran and the US economy.</p>

<p>In April, the Department of Homeland Security (DHS) waived <a href="http://thinkprogress.org/2008/04/03/chertoff-immigration-laws/">at least 30</a> key environmental laws and regulations it claimed were impeding the completion of 670 miles of border fence. Environmental groups subsequently <a href="http://www.nytimes.com/2008/04/02/us/02fence.html">protested</a> the decision.<br />
Border residents have sued DHS for <a href="http://www.msnbc.msn.com/id/24670337/">“hoodwink[ing] landowners</a> into waiving their property rights.”</p>
<p>The El Paso Times reported yesterday that the environmental impacts of the fence were so severe that even the <a href="http://thinkprogress.org/wonkroom/2008/06/30/bush-epa-suppression/">Environmental Protection Agency</a> criticized it, reportedly voicing <a href="http://www.elpasotimes.com/news/ci_9771346">“serious concerns</a> about how barrier fencing would affect habitat, animals and communities.”</p>
<p>According to documents obtained by the Sierra Club, the EPA warned DHS about the severe implications of extending the border fence. One official rated the project in the Lower Rio Grande Valley as “EC-2, Environmental Concerns-<a href="http://lonestar.sierraclub.org/press/newsreleases/20080702.asp">Insufficient Information</a>“:</p>

The draft Environmental Impact Study contains<strong> insufficient information</strong> for an adequate review. Of particular concern to EPA is the potential for <strong>long-term adverse environmental and ecological habitat impacts</strong> in the study area.</p></blockquote>

<p>The EPA reported to DHS several <a href="http://lonestar.sierraclub.org/press/newsreleases/20080702.asp">deleterious impacts</a> of the fence which DHS did not adequately consider:</p>
<blockquote><p>– <strong>No mention of “how the wall would impact water quality</strong>.”</p>
<p>– <strong>No discussion of the “fence’s potential impact on migratory species</strong> or impact to their home range, in particular, large mammal species (e.g., deer or carnivores) or birds.”</p>
<p>– Maps created by DHS show that “the fence <strong>could run straight through houses</strong> and backyards.”</p>
<p>– “The fence could also <strong>cut off farmers from prime farmland close to the water</strong>.”</p></blockquote>
<p>The EPA urged the Border Patrol to <a href="http://www.elpasotimes.com/news/ci_9771346">“consider alternative locations</a> for fence placement that will result in the least impacts.” Ultimately, however, Chertoff issued “the <a href="http://thinkprogress.org/2008/04/01/administration-bypasses-laws-to-build-border-fence/">biggest use of legal waivers</a> since the administration started building the fence.” “From the EPA’s comments, it was clear they weren’t going to get <a href="http://www.elpasotimes.com/news/ci_9771346">any kind of go ahead</a> anytime soon,” the Sierra Club noted.</p>
<p>Ironically, when pushing for the construction of the border fence in 2007, Chertoff remarked, “Illegal migrants really <a href="http://thinkprogress.org/2007/10/01/chertoff-immigrants-degrade-the-environment/">degrade the environment</a>.”</p>

<p>The Pentagon has extended the tour of 2,200 Marines in Afghanistan, after insisting for months the unit would come home on time.</p>
<p>The 24th Marine Expeditionary Unit, which is doing combat operations in the volatile south, will stay an extra 30 days and come home in early November rather than October, Marine Col. David Lapan confirmed Thursday.</p>
<p>Military leaders as recently as Wednesday stressed the need for additional troops in Afghanistan. Adm. Mike Mullen, chairman of the Joint Chiefs of Staff, has often praised the work of the 24th MEU in fighting Taliban militants in Helmand Province.</p>
<p>Defense Secretary Robert Gates, however, has repeatedly said he did not intend to extend or replace the U.S. Marines in Afghanistan, calling their deployment there an extraordinary, one-time effort to help tamp down the increasing violence in the south.</p>

<p>Asked about the possibility of an extension in early May, Gates said he would &#8220;be loathe to do that.&#8221; He added that &#8220;no one has suggested even the possibility of extending that rotation.&#8221;</p>
<p>Lapan said Thursday that commanders in Afghanistan asked that the Marines stay longer.</p>
<p>Pentagon press secretary Geoff Morrell said the longer tour does not open the door to an extension beyond the 30 days, nor to the possibility of replacing them with other U.S. troops when they come out in November. &#8220;This is a slight addition to this tour and nothing more,&#8221; he said.</p>
<p>He added that commanders in Afghanistan &#8220;asked for 30 more days to milk the fighting season to the bitter end and cement the gains they have made in the south.&#8221;</p>

<p>Not that there&#8217;s anything wrong with the Queen or other foreign powers visiting and making friends with our nation&#8211; but that intention of the country&#8217;s founding fathers&#8211; including personal liberty and avoiding entangling alliances with other countries (which leads to debilitating wars)&#8211; is now a far cry.</p>
<p>Instead, a globalist cartel of Kings &#38; Queens, top bankers, heads of the world&#8217;s largest corporations really control the world&#8217;s affairs&#8211; particularly through secretive groups such as the Bilderberg group, the CFR, the Trilateral Commission, all interlocked with elitist councils such as the Royal Institute of International Affairs.</p>
<p>Ask yourselfs&#8211; has America&#8217;s independence been forever shattered? Are we once again enslaved and in servitude to the agendas and whims of the few, the powerful-string pullers?</p>
<p>What ever happened to the rights of individuals, the decentralized &#38; limited government. What became of the Republic, which balances powers through various channels&#8211; in opposition to subservient, bought &#38; paid banana republic dictatorships?</p>

<p>The embrace of key elements of the Republican agenda and jettisoning of positions that he advanced during his “Change you can believe in” primary campaign have become a daily routine, as the Democratic Party’s presumptive presidential candidate Barack Obama carries out a dizzying turn to the right.</p>
<p>While proposing the expansion of Americorps, the Peace Corps and other civilian entities, Obama made it clear that the main service to which he intended to call young Americans was the military.</p>
<p>He began by invoking the September 11, 2001 terrorist attacks on New York City and Washington and lamenting the failure of the Bush administration to issue “a call to service” and “a call for shared sacrifice.”</p>
<p>“There is no challenge greater than the defense of our nation and our values,” he continued, praising the actions of US troops “fighting a resurgent Taliban” and “persevering in the deserts and cities of Iraq.”</p>

<p>What “values” are embodied in the systematic destruction of the Afghan and Iraqi societies and the killing and maiming of millions of civilians in the attempt to impose US hegemony over oil-rich regions of the planet, the Democratic candidate did not spell out.</p>
<p>Instead, he insisted on the “need to ease the burden on our troops, while meeting the challenges of the 21st century.” That these “challenges” entail the continuation of these wars and the launching of new ones is clear. As president, he said, he would “call on a new generation of Americans to join our military,” while vowing to increase US ground forces by 65,000 soldiers and 27,000 Marines.</p>
<p>Speaking at a press conference in Fargo, North Dakota Thursday before addressing a group of veterans, Obama allowed that he expected to “refine” his positions on Iraq during an upcoming trip to the US occupied country this summer.</p>
<p>Backing away from his earlier pledge to carry out a 16-month withdrawal of combat troops from Iraq, the candidate said, “I have always said I would listen to the commanders on the ground. I have always said that the pace of withdrawal would be dictated by the safety and security of our troops and the need to maintain stability.” Meanwhile, he couched his opposition to the continued occupation of Iraq at current levels in terms of what he posed as the more urgent necessity for sending troops to Afghanistan.</p>
<p><strong>Obama’s advisors have been more explicit. <a href="http://www.infowars.com/?p=3031">His top foreign policy advisor, Anthony Lake, a former Clinton administration national security advisor</a>, told the press that an incoming Democratic administration was committed to maintaining “a residual force for clearly defined missions” in Iraq, as well as “preparedness to go back in,” if needed. “That is not a ‘cut and run’ and let’s just see what happens,’” said Lake, one of the architects of the Clinton administration’s “humanitarian” interventions in Somalia, Haiti and the Balkans.</strong></p>
<p>Meanwhile, there is growing speculation that Obama is prepared to keep current US Defense Secretary Robert Gates at his post and the campaign <strong>has agreed to participate in a series of transition teams being set up in military, intelligence and police agencies to assure the seamless continuation of the “global war on terrorism.”</strong> (<em>read: continuity of government?</em>)</p>
<p>Having won the Democratic primaries in no small part by posturing as an opponent of the Iraq war and indicting his opponent, Hillary Clinton, for voting to authorize it, Obama is now presenting himself as another “wartime president.”</p>
<p>The lurch to the right by the Obama campaign is so blatant that it has aroused substantial commentary in the bourgeois press, some of it gloating and some of it reflecting concerns that this maneuver is so naked that it may alienate substantial layers of the population from the electoral process and expose the fraud of the entire two-party system.</p>

<p>Government workers repeatedly snooped without authorization inside the electronic passport records of entertainers, athletes and other high-profile Americans, a State Department audit has found. One celebrity&#8217;s records were breached 356 times by more than six dozen people.</p>
<p>The audit, by State&#8217;s inspector general, was prompted by the discovery in March that three of the department&#8217;s contract workers had peeked at the private passport files of Sens. Barack Obama and John McCain and that a State Department trainee had examined the file of Sen. Hillary Rodham Clinton.</p>
<p>The report documented a widespread lack of controls on the personal data of the 127 million Americans who hold passports, finding numerous &#8220;weaknesses, including a general lack of policies, procedures, guidance and training.&#8221; The State Department had maintained that its system worked when the candidates&#8217; passport breaches were discovered.</p>
<p>&#8220;This is unacceptable. The report makes it clear that the private information of over 100 million Americans is vulnerable to unauthorized access,&#8221; said Sen Joseph R. Biden Jr. (D-Del.).</p>

<p>The audit also suggests that some workers were motivated by fascination with the private lives of celebrities, none of whom were identified. One employee told investigators he simply liked looking up the records of professional basketball players.</p>
<p>The inspector general made 22 recommendations for improving security, but many of them &#8212; and much of the report &#8212; were redacted because officials feared they would provide a road map to further abuse of the system.</p>
<p>Investigators found that 20,500 government workers and contractors had access to the electronic system that maintained the records. Most of them worked for the State Department or the Department of Homeland Security.</p>
<p>Five contractors already have been fired, and dozens of people are under investigation for alleged snooping that took place in offices across the United States and even overseas.</p>
<p>The 192 million passport files maintained by the State Department contain individuals&#8217; passport applications, which include data such as Social Security numbers, physical descriptions, and names and places of birth of the applicants&#8217; parents. Otherwise, the files provide limited information; they do not contain records of overseas travel or visa stamps from previous passports.</p>
<p>To test the extent of the snooping, investigators assembled a list of 150 famous Americans and checked how many times their files were accessed over a 5 1/2 -year period. Investigators found that the records of 127, or 85 percent, had been searched a total of more than 4,100 times.</p>
<p>The report said that &#8220;although an 85 percent hit rate appears to be excessive, the Department currently lacks criteria to determine whether this is actually an inordinately high rate.&#8221;</p>
<p>But one official said there would be little reason to look at the files unless a passport was being renewed or information was being updated. &#8220;It should be zero or one time over five years for the normal average American,&#8221; he said, speaking on the condition of anonymity.</p>

<p>According to the <a href="http://www.suntimes.com/news/sneed/1035113,CST-NWS-sneed02.article">Chicago Sun-Times</a>, the FBI will dispatch &#8220;hundreds&#8221; of agents during the DNC &#8220;to gather intelligence on possible terrorist activity.&#8221; It apparently does not matter there is &#8220;no word on any terrorist threats to the convention, but the FBI is taking no chances.&#8221; The FBI is not worried about al-Qaeda. Instead, it is keen on &#8220;studying tactics, which have blocked streets and disrupted traffic in the past,&#8221; tactics employed by its own agents provocateurs as an excuse to crack down on citizens exercising their right to petition the government under the First Amendment. </p>

<p>&#8220;The Federal Bureau of Investigation has collected extensive information on the tactics, training and organization of antiwar demonstrators and has advised local law enforcement officials to report any suspicious activity at protests to its counterterrorism squads, according to interviews and a confidential bureau memorandum,&#8221; the <a href="http://query.nytimes.com/gst/fullpage.html?res=9C07E4DF103BF930A15752C1A9659C8B63">New York Times</a> reported back in 2003. &#8220;F.B.I. officials said in interviews that the intelligence-gathering effort was aimed at identifying anarchists and &#8216;extremist elements&#8217; plotting violence, not at monitoring the political speech of law-abiding protesters.&#8221; </p>
<p>Not only does the FBI monitor &#8220;anarchists&#8221; and other &#8220;extremist elements,&#8221; they actively organize &#8220;suspicious activity,&#8221; as the case of Anna Davies, aka Anna Davidson and Grai Damiani, reveals. Davies &#8220;infiltrated peace and justice rallies and anarchist meetings, and even attempted to join protests against the Democratic National Committee (DNC) ahead of the DNC&#8217;s national convention&#8230; as a paid FBI confidential &#8216;informant.&#8217; Activists say that she has tried to provoke conflict at various advocacy events and violent incidents with police to get people arrested. In other words, Anna is not just an informant, she may be a provocateur,&#8221; writes <a href="http://news.infoshop.org/article.php?story=20060608231344890">Jennifer Van Bergen</a>. &#8220;The FBI will not discuss Anna&#8217;s status or the specifics of her training or operations but denies that informants are trained to provoke.&#8221; </p>

<p>No, of course not, never mind the long and sordid history of FBI provocation, going back at least to the 1920s. More recently, the FBI&#8217;s notorious COINTELPRO was used to infiltrate and seed chaos within political groups. &#8220;Agents and informers did not merely spy on political activists. The main purpose was to discredit and disrupt. Their presence served to undermine trust and scare off potential supporters,&#8221; write <a href="http://www.monitor.net/monitor/9905a/jbcointelpro.html">Mike Cassidy and Will Miller</a>. Nothing much has changed over the decades. The FBI &#8212; acting as the government&#8217;s political police, no different than the Cheka and KGB in the old Soviet Union &#8212; &#8220;is dangerously targeting Americans who are engaged in nothing more than lawful protest and dissent,&#8221; Anthony Romero, executive director of the American Civil Liberties Union, told the New York Times. &#8220;The line between terrorism and legitimate civil disobedience is blurred, and I have a serious concern about whether we&#8217;re going back to the days of Hoover.&#8221; </p>
<p>In fact, the &#8220;days of Hoover&#8221; never ended. It should be remembered that the late FBI director J. Edgar Hoover instructed his agents, operatives, and informers &#8220;to expose, disrupt, misdirect, discredit, or otherwise neutralize activities&#8221; of American citizens engaged in lawful and constitutionally protected activity. Hoover may be gone, but the FBI, as America&#8217;s political police, still faithfully honors its creed of subverting the Bill of Rights. </p>
<p>Since &#8220;everything changed,&#8221; thanks to the false flag terror attacks of September 11, 2001, it has become a lot easier to &#8220;monitor&#8221; activists. &#8220;A chainlink fence or chicken-wire barricade will be erected to contain demonstrators outside the convention, a la the &#8216;free-speech zone&#8217; erected outside the 2004 Dem convention in Boston,&#8221; notes the Sun-Times. </p>
<p>It will also make it easier for the agents provocateurs to &#8220;expose, disrupt, misdirect, discredit, or otherwise neutralize&#8221; Americans exercising their right to petition the government. </p>

<p>According to <a href="http://www.newsleader.com/apps/pbcs.dll/article?AID=/20080704/NEWS05/80704006/1002/NEWS01">Virginia&#8217;s News Leader,</a> &#8220;Lee Catlin, community relations director for the Albemarle County, said six protesters were asked to leave the ceremony,&#8221; but none were arrested.</p>
<p>The paper reported, &#8220;A Monticello spokesperson said that protesters were allowed to express their views unless they blocked views or passageways. He said that Monticello has no plans at this time to press charges against the six who were removed from the museum grounds.&#8221;</p>
<p>At his <a href="http://www.afterdowningstreet.org/node/34528">AfterDowningStreet.org website</a>, activist David Swanson explains why he and others &#8220;interrupted Bush at Monticello.&#8221;</p>
<p>&#8220;When Bush opened his mouth to speak I shouted &#8216;Defend the Constitution, Impeach Bush!&#8217;&#8221; Swanson writes. &#8220;I repeated that several times, as people nearby knocked me over, cops handcuffed me, people gave me smiles and thumbs up signs. They threw me out and a couple of more defenders of our Constitution behind me, and then a few more, and then a few more. The handcuffed citizens who&#8217;d done their duty kept coming down the hill. They did not arrest us but did give us a ride down the mountain where we joined a crowd of protesters in the road who greeted Bush&#8217;s limo coming and going.&#8221;</p>

<p>The United States Government’s Agriculture department recently claimed that the production of biofuels, or plant-based gas for use in combustion engines, has contributed a mere 3 percent to the growing cost of food worldwide. However, a leaked report from the World Bank, detailed in a new report by the UK’s The Guardian, claims that these same fuels are at the root of nearly 75 percent of increases in world food prices.</p>
<p>It is believed, say the story’s sources, that the report has been complete since April 2008, though not published so as to avoid embarrassing President George W. Bush.</p>
<p>“Political leaders seem intent on suppressing and ignoring the strong evidence that biofuels are a major factor in recent food price rises,” said Robert Bailey, policy adviser at Oxfam, as quoted by The Guardian. “It is imperative that we have the full picture. While politicians concentrate on keeping industry lobbies happy, people in poor countries cannot afford enough to eat.”</p>

<p>The World Bank’s report estimates that rising food costs have pushed nearly 100 million people worldwide below the poverty line. The report also states that even massive droughts in Africa have had less of an effect on food prices than the US and Europe’s push for biofuel supplies.</p>
<p>Additionally, the World Bank estimates a full third of corn produced in the US is being dedicated to the production of biofuels, as well as nearly half of Europe’s vegetable oil. However, biofuels derived from food products such as sugarcane, the report says, do not have nearly as much impact.</p>

<p>You may have heard that the Energy Task Force chaired by Dick Cheney prior to 9/11 collected <a href="http://www.judicialwatch.org/iraqi-oil-maps.shtml">maps of Iraqi oil, Saudi and United Arab Emerates fields and potential suitors for that oil</a>. And you might have heard that the oil bigs attended the Task Force meetings.</p>
<p>But you probably haven’t heard that a secret document written by the National Security Council (NSC) on February 3, 2001 directed NSC staff to cooperate fully with the Energy Task Force as it considered the <a href="http://www.newyorker.com/archive/2004/02/16/040216fa_fact?currentPage=5">“melding” of two seemingly unrelated areas of policy</a>: </p>
<blockquote><p><a href="http://www.newyorker.com/archive/2004/02/16/040216fa_fact?currentPage=5">“the review of operational policies towards rogue states,” such as Iraq, and “actions regarding the capture of new and existing oil and gas fields”</a>.</p></blockquote>

<p>It is difficult to brush off Cheney’s Energy Task Force’s examination of arab oil maps as a harmless comparison of American energy policy with known oil reserves because the NSC

<p> the Task Force, oil, and regime change.</p>
<p>Indeed, a former senior director for Russian, Ukrainian, and Eurasian affairs at the NSC said:</p>

<p>After more than a week of growing criticism of his support for a flawed surveillance bill, Barack Obama quietly responded late Thursday evening. He’s not likely to quell his growing cadre of critics.</p>
<p>In a blog response posted just before 5 p.m. headed into a three-day holiday weekend, Obama reiterated his support for an update to the Foreign Intelligence Surveillance Act the Senate is expected to vote on Tuesday. (No mention of the blog post seems to have been distributed to Obama’s normal press list, either.)</p>
<p>Obama says he is against a provision in the bill to give legal immunity to telecommunications companies that facilitated the National Security Agency’s warrantless surveillance of Americans as authorized by President Bush. He vowed to support amendments that would strip immunity but would vote for the final bill regardless.</p>

<p>“It’s a stiff arm to the people that care about the Constitution,” said Mike Stark, a blogger and liberal activist who started a group on Obama’s social networking page to urge him to fix the FISA bill.</p>
<p>“It’s left a question in a lot of people’s mind about how committed he really is to change,” Stark told RAW STORY.</p>
<p>Responding to the 17,000 supporters who made the group the largest on my.barackobama.com, the Democratic candidate said he was glad to hear their concerns but reminded them that they really didn’t have any other choice in this election.</p>
<p>“I think it is worth pointing out that our agreement on the vast majority of issues that matter outweighs the differences we may have,” Obama wrote. “After all, the choice in this election could not be clearer.”</p>
<p>Justifying his support for the FISA bill, Obama cited a provision in the latest version that provides FISA is the “exclusive means” through which a president can authorize surveillance. Of course, the original FISA bill, passed in 1978, had the same qualification, and three federal judges have ruled that President Bush did not have inherent authority to conduct warrantless surveillance like he claimed to have had.</p>
<p>He also noted the fact that surveillance authorizations under the Protect America Act, a stopgap FISA update Obama opposed when it passed last year, would expire in August. Glenn Greenwald debunks this justification here.</p>
<p>If opponents of Bush’s warrantless wiretapping program can take any encouragement from Obama’s statement, it is that he does repeat earlier pledges to instruct his Attorney General to fully investigate just what Bush authorized, if he’s elected.</p>
<p>“Given the choice between voting for an improved yet imperfect bill, and losing important surveillance tools, I’ve chosen to support the current compromise,” he writes. “I do so with the firm intention — once I’m sworn in as President — to have my Attorney General conduct a comprehensive review of all our surveillance programs, and to make further recommendations on any steps needed to preserve civil liberties and to prevent executive branch abuse in the future.”</p>
<p>Stark allowed that electing Obama remained the larger goal for him, but said the disappointment many feel about his decision to support FISA could linger even if he were elected.</p>
<p>“Of course I’m going to vote for him in November,” he said. But “we’re keeping score, and there’s going to be a time when he needs us. … We have long memories.”</p>

<p>Oil took a breather above $145 a barrel on Friday a day after tensions between Iran and Israel prompted traders to stock up on oil ahead of the Independence Day long weekend, sending futures to an all-time peak.</p>
<p>U.S. crude oil inched down 6 cents to $145.23 a barrel by 0613 GMT, off an all-time high of $145.85 hit on Thursday. The contract has risen more than 50 percent this year.</p>
<p>London Brent gained 8 cents to $146.16, near the record $146.69 touched a day ago.</p>

<p>Bullish investors have rushed into crude ahead of the Fourth of July holiday, traditionally the peak U.S. driving period, as they do not want to be caught short should the Iran-Israel row escalate, analysts said.</p>
<p>Heightened tension between Israel and OPEC’s second-biggest producer Iran has put oil prices on the boil over the past two weeks, helping crude smash records five times in the last seven sessions.</p>
<p>“There weren’t many changes in the situation. I think the current market is driven by speculative money, not by fundamentals,” said Takeda Makoto, an analyst at Bansei Securities.</p>

<p>Iran will view an attack on its nuclear facilities as an act of war and will respond, the head of the country’s Revolutionary Guard Corps said.</p>
<p>“Any act on Iran will be considered the start of war,” General Mohammad Ali Jaafari told reporters yesterday in response to questions about the threat of an Israeli strike on Iranian atomic sites, according to remarks carried today on the state-run Islamic Republic News Agency. Jaafari also said he thought it is unlikely such an attack would be carried out.</p>
<p>The U.S. and many of its allies accuse Iran of trying to develop nuclear weapons. Iran insists the program is aimed at producing electricity. Iran today will present its response to incentives from world powers intended to persuade the country to suspend work to enrich uranium, Agence France-Presse reported. The material can fuel a power station or arm a nuclear weapon.</p>

<p>Reports that Israel may attack Iran have boosted oil prices. If attacked, Iran will “impose control” on the Strait of Hormuz, Jaafari said on June 28. About 20 percent of the world’s daily supply of oil passes through the strait. Crude for August delivery rose $5.08, or 3.6 percent, to $145.29 a barrel this week on the New York Mercantile Exchange. Futures reached $145.85 a barrel yesterday, the highest since trading began in 1983.</p>
<p>Iranian Oil Minister Gholamhossein Nozari, who was in Madrid for the World Petroleum Congress, yesterday reiterated his nation’s pledge to respond to any strike.</p>
<p>Impact on Markets</p>
<p>“Iran’s stance in this connection against enemies is clear, vivid and strong,” Nozari told the Iranian news agency before leaving Madrid. “Oil is an energy and industry for peace and its durability depends on peace and security. So, any tension in any region, especially in the Persian Gulf, which is the major supplier of the main part of the world’s energy, will have an impact on the energy market which is principally unpredictable.”</p>

<p>The prospect of cops forcibly jabbing a needle into your arm and taking a blood sample on the side of a highway in suspected DWI cases is perhaps the most egregious portend of police state America in history, but one Texas lawyer has taken a stand to denounce the program as completely illegal.</p>
<p>Law enforcement programs in Texas, Ohio and other areas have trained cops to pull suspected drunk drivers over and forcibly extract blood, even against their will, a form of legalized police brutality that outstrips anything in Soviet Russia or Communist China.</p>
<p>A cadre of jackbooted vampires are set to be out in force this holiday weekend in search of your blood. Citing the fact that the 4th amendment protects against “unreasonable searches and seizures” matters not to these thugs, who will hold you down if need be while sinking a needle into your arm in another case of “guilty until proven innocent”.</p>

<p>Dallas lawyer Avery McDaniel told CBS 11 News, “If an officer believes that you’re intoxicated and you refuse, they will get a search warrant and they will physically hold you down and take your blood.”</p>
<p></p>
<p>“What if someone is diabetic, or if the person’s on blood thinners,” McDaniel asks. “They’re not prepared or trained if something goes wrong.”</p>
<p>“McDaniel represents a client who was stopped by police in December 2005 and had blood taken from her forcibly, leaving bruises along her arm. He is asking the judge to throw out the blood evidence that he says was obtained illegally,” reports Raw Story.</p>
<p>An Arizona lawfirm that specializes in DWI cases explains on their website why the 20 hours training that officers receive to carry out such a procedure is not sufficient: “Up until a few years ago, when officers opted for a blood test, they would transport the DUI suspect to a hospital or other similar type medical facility where trained medical personnel would draw blood in a clinical setting. … The vast majority of the police officers calling themselves phlebotomists are not graduates of a full phlebotomy program and certainly cannot be considered medical personnel. … While these police ‘phlebotomists’ are performing an invasive medical procedure, their first concern is not for the safety of the blood draw subject, but gathering evidence.”</p>
<p>McDaniel’s point about cops performing an invasive medical procedure on the side of a highway being a completely unsafe environment is correct, but the main outrage here is the fact that this program is flagrantly unconstitutional and downright un-American.</p>
<p>Attacking the program on the foundation that the cops aren’t trained properly to carry out the procedure may be an alternative avenue through which to shoot it down, but officials could easily beef the training program and claim the contention has been resolved.</p>
<p>The central core of opposition to this nightmare should be that the program is completely anathema to any notion of a free society, due process and the right to be treated as innocent until proven guilty.</p>

<p>In its adverse reactions newsletter from July 2008, the health agency warns that Atomoxetine (Strattera), a selective norepinephrine reuptake inhibitor, had been linked to 189 reported adverse reactions as of Dec. 31, 2007.</p>
<p>Fifty-five of those included suicide attempts, a designation that encompasses non-accidental overdoses, showing suicidal tendencies and experiencing thoughts of self-harm. Twenty-nine of the patients recovered, three had not by Dec. 31, 2007, and one patient died. Data was not available for the remaining 22 patients.</p>
<p>Among the 55 suicide attempts reported in connection with the drug, 43 were among children between the ages of 6 and 17. Twelve were among adults ranging in age from 18 to 45.</p>
<p>Links between the drug and suicidal behaviour were first reported in September 2005, and the warnings and precautions section of the drug&#8217;s monograph was changed to reflect those concerns.</p>

<p>Secretary of State Condoleezza Rice said she&#8217;s &#8220;proud&#8221; of the U.S. decision to wage the Iraq war and insisted that the world is not more dangerous than it was when George W. Bush took office.</p>
<p>&#8220;We&#8217;re now beginning to see that perhaps it&#8217;s not so popular to be a suicide bomber. We&#8217;re beginning to see that perhaps people are questioning whether Osama Bin Laden ought to really be the face of Islam,&#8221; Rice, 53, said in an interview to be broadcast this weekend on Bloomberg Television&#8217;s &#8220;Conversations with Judy Woodruff.&#8221;</p>
<p>&#8220;And I am proud of the decision of this administration to overthrow Saddam Hussein,&#8221; said Rice, who was Bush&#8217;s national security adviser at the time of the March 2003 invasion. As of yesterday, 4,107 U.S. soldiers died in Iraq and more than 30,000 were wounded. She said the Iraq war has been &#8220;tougher than any of us really dreamed.&#8221;</p>
<p>Rice, who backs the presumptive Republican presidential nominee, Arizona Senator John McCain, said she &#8220;thought it was great&#8221; when the Democratic race came down to a woman and a black man. &#8220;I didn&#8217;t think it was surprising,&#8221; she said.</p>
<p>People abroad are &#8220;fascinated&#8221; by Illinois Senator Barack Obama, the presumptive Democratic nominee, Rice added when asked what effect Obama&#8217;s candidacy is having around the world.</p>

<p>&#8220;But I&#8217;ll tell you something. Ultimately, whoever is elected president of the United States will represent the United States, not as a black president or as a woman president or as a black secretary of state or as a woman secretary of state, but the United States of America,&#8221; Rice said.</p>
<p>North Korea</p>
<p>Rice, with only seven months left as secretary of state, has a wide diplomatic agenda, trying to make progress toward an Israeli-Palestinian peace agreement and a North Korean nuclear disarmament deal while trying to persuade Iran to accept incentives to abandon uranium enrichment, a process, once mastered, that could lead to a nuclear bomb.</p>
<p>While Rice was in Asia last week, North Korea submitted an inventory of nuclear plants and material to China, and the U.S. moved to remove North Korea from its list of state sponsors of terrorism. The Bush administration was hammered by conservative critics, including House Republican Ileana Ros-Lehtinen, who called the deal &#8220;cause for profound concern.&#8221;</p>
<p>In the interview, Rice cited as progress that the North Koreans were &#8220;putting themselves out of the business of making plutonium&#8221; even as many U.S. sanctions remain in place.</p>
<p>&#8220;So with all due respect to those who look at this deal and say somehow North Korea has gotten a great deal, I think one can say that this is a really good step for non-proliferation,&#8221; Rice added.</p>
<p>China</p>
<p>On China, Rice said the Chinese were being &#8220;somewhat more helpful on Darfur.&#8221; Demonstrations over China&#8217;s support for the Sudanese leadership in Khartoum as it wages war with rebel groups in the Darfur region, as well as China&#8217;s rule in Tibet and its treatment of the Dalai Lama, could overshadow the Olympic Games, which open in Beijing August 8.</p>
<p>Rice reiterated that Bush plans to attend the games, even as some human rights activists have urged him to boycott the event. &#8220;The president has been very clear that the Olympics is a sporting event and he&#8217;s going to go to it as a sporting event,&#8221; Rice said. In Beijing earlier this week, she said she&#8217;d be keen to watch some Olympic basketball and track-and-field competitions.</p>
<p>Iran, Pakistan</p>
<p>Asked if she thought it would be a mistake for Israel to launch a pre-emptive strike against Iran over its nuclear program, Rice said the Israelis have been willing to work with the U.S. on a diplomatic solution.</p>
<p>&#8220;They, too, believe that it&#8217;s possible to deal with this diplomatically. But we better have really robust diplomacy in order to deal with this threat because the Iranians are making progress,&#8221; she said.</p>
<p>Rice said she believed Iran, which the administration has accused of funneling weapons to Shiite militias in Iraq, had &#8220;vulnerabilities&#8221; in Iraq that the U.S. could exploit. She did not specify what they were.</p>

<p>HICKORY — On this Fourth of July holiday, the Highway Patrol will be out in force to keep North Carolina’s roads safe.</p>
<p>Sgt. B.K. Sharpe, of the Catawba district, confirmed the Highway Patrol will be running saturation patrols, checking stations and using light detecting and ranging units throughout Hickory and Catawba County.</p>
<p>Sharpe said residents need to obey the speed limits and make sure they give themselves plenty of time to get where they’re going this Fourth of July. He says he wants to make sure road rage and speeding incidents are kept to a minimum this year and that citizens enjoy themselves on Independence Day.</p>

<p>According to a release from the Highway Patrol, last year five people died and 246 were injured during the July Fourth holiday period across the state. (The 2008 July Fourth holiday began at 6 p.m. Thursday and ends at midnight Sunday.)</p>
<p>This year the Highway Patrol will have an increased presence of troopers on the interstates and major four-lane highways throughout North Carolina.</p>

<p>The words Wednesday from Adm. Mike Mullen, chairman of the Joint Chiefs of Staff, were notable for their blunt pragmatism: An Israeli airstrike on Iran would be high-risk and could further destabilize the region, leading to political and economic chaos.</p>
<p>On Iran’s western border, the U.S. military is more than five years into a war in Iraq that has taken 4,113 American lives and cost U.S. taxpayers more than $600 billion. And on Iran’s eastern border, American commanders are now openly questioning whether they have lost their way in the fight against a resurgent Taliban.</p>
<p>Israel, the United States’ closest ally in the Middle East, has refused to rule out a strike against Iranian nuclear sites, and this week’s New Yorker magazine reported that the U.S. has stepped up its covert operations inside Iran</p>

Bush repeated Wednesday that a military strike remains an option, Mullen’s words of caution underscored the Pentagon’s belief that a move against Iran—by the U.S. or one of its allies—would have an undeniable effect on the ongoing U.S. missions in Iraq and Afghanistan.</p>
<p>“Opening up a third front right now would be extremely stressful on us,” Mullen acknowledged during a Pentagon news conference. He added moments later, “This is a very unstable part of the world, and I don’t need it to be more unstable.”</p>
<p>The White House, Israel and Western powers say Iran continues to work toward producing nuclear weapons. Iran says its nuclear program is intended only for generating electricity. This week, Iran’s foreign minister struck a conciliatory tone when speaking to reporters about the possibility of Tehran agreeing to suspend its uranium enrichment program.</p>

<p>Two years before the invasion of Iraq, oil executives and foreign policy advisers told the Bush administration that the United States would remain “a prisoner of its energy dilemma” as long as Saddam Hussein was in power.</p>
<p>That April 2001 report, “Strategic Policy Challenges for the 21st Century,” was prepared by the James A. Baker Institute for Public Policy and the U.S. Council on Foreign Relations at the request of Vice President Dick Cheney.</p>
<p>In retrospect, it appears that the report helped focus administration thinking on why it made geopolitical sense to oust Hussein, whose country sat on the world’s second largest oil reserves.</p>
<p>“Iraq remains a de-stabilizing influence to the flow of oil to international markets from the Middle East,” the report said.</p>
<p>“Saddam Hussein has also demonstrated a willingness to threaten to use the oil weapon and to use his own export program to manipulate oil markets. Therefore the U.S. should conduct an immediate policy review toward Iraq including military, energy, economic and political/diplomatic assessments.”</p>
<p>The advisory committee that helped prepare the report included Luis Giusti, a Shell Corp. non-executive director; John Manzoni, regional president of British Petroleum; and David O&#8217;Reilly, chief executive of ChevronTexaco.</p>
<p>Those companies now stand to earn tens of billions of dollars in no-bid contracts in a U.S.-brokered deal that was recently announced to drill Iraq’s untapped oil fields.</p>
<p>James Baker, the namesake for the public policy institute, was a prominent oil industry lawyer who also served as Secretary of State under President George H.W. Bush and was counsel to the Bush/Cheney campaign during the Florida recount in 2000.</p>
<p>Ken Lay, then chairman of the energy-trading Enron Corp., also made recommendations that were included in the Baker report.</p>
<p>At the time of the report, Cheney was leading an energy task force made up of powerful industry executives who assisted him in drafting a comprehensive “National Energy Policy” for President George W. Bush.</p>
<p><strong>A Focus on Oil</strong></p>
<p>It was believed then that Cheney’s secretive task force was focusing on ways to reduce environmental regulations and fend off the Kyoto protocol on global warming.</p>
<p>But Bush’s first Treasury Secretary, Paul O’Neill, later described a White House interest in invading Iraq and controlling its vast oil reserves, dating back to the first days of the Bush presidency.</p>
<p>In Ron Suskind’s 2004 book, The Price of Loyalty, O’Neill said an invasion of Iraq was on the agenda at the first National Security Council. There was even a map for a post-war occupation, marking out how Iraq’s oil fields would be carved up.</p>
<p>O’Neill said even at that early date, the message from Bush was “find a way to do this,” according to O’Neill, a critic of the Iraq invasion who was forced out of his job in December 2002.</p>
<p>The New Yorker ’s Jane Mayer later made another discovery: a secret NSC document dated Feb. 3, 2001 – only two weeks after Bush took office – instructing NSC officials to cooperate with Cheney’s task force, which was “melding” two previously unrelated areas of policy: “the review of operational policies towards rogue states” and “actions regarding the capture of new and existing oil and gas fields.” [The New Yorker, Feb. 16, 2004]</p>
<p>By March 2001, Cheney’s task force had prepared a set of documents with a map of Iraqi oilfields, pipelines, refineries and terminals, as well as two charts detailing Iraqi oil and gas projects, and a list titled “Foreign Suitors for Iraqi Oilfield Contracts,” according to information released in July 2003 under a Freedom of Information Act lawsuit filed by the conservative watchdog group, Judicial Watch.</p>
<p>A Commerce Department spokesman issued a brief statement when those documents were released stating that Cheney’s energy task force &#8220;evaluated regions of the world that are vital to global energy supply.&#8221;</p>
<p>There has long been speculation that a key reason why Cheney fought so hard to keep his task force documents secret was that they may have included information about the administration’s plans toward Iraq.</p>
<p><strong>‘Conspiracy Theory’</strong></p>
<p>However, both before and after the invasion, much of the U.S. political press treated the notion that oil was a motive for invading Iraq in March 2003 as a laughable conspiracy theory.</p>
<p>Generally, business news outlets were much more frank about the real-politick importance of Iraq’s oil fields.</p>
<p>For instance, Ray Rodon, a former executive at Halliburton, the oil-service giant that Cheney once headed, said he was dispatched to Iraq in October 2002 to assess the country’s oil infrastructure and map out plans for operating Iraq’s oil industry, according to an April 14, 2003 story in Fortune magazine.</p>

<p>“From behind the obsidian mirrors of his wraparound sunglasses, Ray Rodon surveys the vast desert landscape of southern Iraq&#8217;s Rumailah oilfield,” Fortune’s story said. “A project manager with Halliburton&#8217;s engineering and construction division, Kellogg Brown &#38; Root, Rodon has spent months preparing for the daunting task of repairing Iraq&#8217;s oil industry.”</p>
<p>“Working first at headquarters in Houston and then out of a hotel room in Kuwait City, he has studied the intricacies of the Iraqi national oil company, even reviewing the firm&#8217;s organizational charts so that Halliburton and the Army can ascertain which Iraqis are reliable technocrats and which are Saddam loyalists.”</p>
<p>At about the same time as Rodon’s trip to Iraq – October 2002 – Oil and Gas International, an industry publication, reported that the State Department and the Pentagon had put together pre-war planning groups that focused heavily on protecting Iraq’s oil infrastructure.</p>
<p>The next month, November 2002, the Department of Defense recommended that the Army Corps of Engineers award a contract to Kellogg, Brown &#38; Root to extinguish Iraqi oil well fires.</p>
<p>The contract also called for “assessing the condition of oil-related infrastructure; cleaning up oil spills or other environmental damage at oil facilities; engineering design and repair or reconstruction of damaged infrastructure; assisting in making facilities operational; distribution of petroleum products; and assisting the Iraqis in resuming Iraqi oil company operations.”</p>
<p>In January 2003, as President Bush was presenting the looming war with Iraq as necessary to protect Americans, the Wall Street Journal reported that oil industry executives met with Cheney&#8217;s staff to plan the post-war revival of Iraq&#8217;s oil industry.</p>
<p>“Facing a possible war with Iraq, U.S. oil companies are starting to prepare for the day when they may get a chance to work in one of the world&#8217;s most oil-rich countries,” the Journal reported on Jan. 16, 2003.</p>
<p>“Executives of U.S. oil companies are conferring with officials from the White House, the Department of Defense and the State Department to figure out how best to jump-start Iraq&#8217;s oil industry following a war, industry officials say.</p>
<p>“The Bush administration is eager to secure Iraq&#8217;s oil fields and rehabilitate them, industry officials say. They say Mr. Cheney&#8217;s staff hosted an informational meeting with industry executives in October [2002], with Exxon Mobil Corp., ChevronTexaco Corp., ConocoPhillips and Halliburton among the companies represented.</p>
<p>“Both the Bush administration and the companies say such a meeting never took place. Since then, industry officials say, the Bush administration has sought input, formally and informally, from executives and industry experts on how best to overhaul Iraq&#8217;s oil sector.”</p>
<p><strong>Guarding the Oil Ministry</strong></p>
<p>Despite the Bush administration’s denials about oil as a motivation for war, the Bush administration’s focus on Iraqi oil was firmly set.</p>
<p>On April 5, 2003, Reuters reported that the State Department&#8217;s “Future of Iraq” project headed by Thomas Warrick, special adviser to the Assistant Secretary of State for Near Eastern Affairs, held its fourth meeting of the oil and energy-working group.</p>
<p>Documents obtained by Reuters showed that “a clear consensus among expert opinion favoring production-sharing agreements to attract the major oil companies.”</p>
<p>“That is likely to thrill oil companies harboring hopes of lucrative contracts to develop Iraqi oil reserves,” the news agency reported. “Short-term rehabilitation of southern Iraqi oil fields already is under way, with oil well fires being extinguished by U.S. contractor Kellogg Brown and Root …</p>
<p>“Long-term contracts are expected to see U.S. companies ExxonMobil, ChevronTexaco and ConocoPhillips compete with Anglo-Dutch Shell, Britain&#8217;s BP, TotalFinaElf of France, Russia&#8217;s LUKOIL and Chinese state companies.”</p>
<p>After U.S. troops captured Baghdad in April 2003, they were ordered to protect the Oil Ministry even as looters ransacked priceless antiquities from Iraq’s national museums and stole explosives from unguarded military arsenals.</p>
<p>Now, the long-held dreams of U.S. dominance over the Iraqi oil spigot now seem close to fulfillment.</p>
<p>Last weekend, The New York Times reported that State and Commerce department officials have been secretly working with Iraq’s Oil Ministry in drawing up contracts between the Iraqi government and Western oil companies to develop Iraq’s oil fields.</p>
<p><strong>Unacceptable Options</strong></p>
<p>This outcome for U.S. and other Western oil companies now appears to have been foretold by the Baker Institute report more than seven years ago.</p>
<p>In April 2001, the report laid out a series of unacceptable options, including helping Iraq under Saddam Hussein extract more oil by easing embargoes that were meant to hem Hussein in.</p>
<p>“The U.S. could consider reducing restrictions on oil investment inside Iraq,” the report said. But if Hussein’s “access to oil revenues was to be increased by adjustments in oil sanctions, Saddam Hussein could be a greater security threat to U.S. allies in the region if weapons of mass destruction, sanctions, weapons regimes and the coalition against him are not strengthened.”</p>
<p>Iraq is a “key swing producer turning its taps on and off when it has felt such action was in its strategic interest,” the report said, adding that there even was a &#8221;possibility that Saddam Hussein may remove Iraqi oil from the market for an extended period of time&#8221; in order to drive up prices.</p>
<p>“Under this scenario, the United States remains a prisoner of its energy dilemma, suffering on a recurring basis from the negative consequences of sporadic energy shortages,” the report said. “These consequences can include recession, social dislocation of the poorest Americans, and at the extremes, a need for military intervention.”</p>
<p>The report recommended Cheney move swiftly to integrate energy and national security policy as a means to stop &#8221;manipulations of markets by any state” and suggested that his task force include “representation from the Department of Defense.”</p>
<p>“Unless the United States assumes a leadership role in the formation of new rules of the game,&#8221; the report said, &#8221;U.S. firms, U.S. consumers and the U.S. government [will be left] in a weaker position.”</p>
<p>Two years after the Baker report, the United States – along with Great Britain and other allies – invaded Iraq. Now, more than five years after that, with Hussein dead and a U.S. expeditionary force still occupying Iraq, the U.S. oil industry finally appears to be in a strong position relative to Iraq’s oil riches.</p>
<p>However, the price that has been paid by American troops, Iraqi civilians and the U.S. taxpayers has been enormous.</p>

<p>Iran is likely to launch ballistic missiles against Israel and the United States and the NATO alliance should prepare for it, was the warning issued earlier this week by Admiral James Winnefeld, commander of the Sixth Fleet in the Mediterranean. In recent years, the missile boats of the Sixth Fleet practiced intercepting Shahab-3 missiles from Iran aimed at Israel, along with the Arrow batteries of the air force and U.S. and Israeli batteries of Patriot missiles.</p>

<p>In an article entitled &#8220;Maritime Strategy in an Age of Blood and Belief&#8221; in the U.S. Naval Institute&#8217;s monthly Proceedings, Admiral Winnefeld describes the possibility of an offensive barrage of ballistic missiles fired from Iran against Israel as being &#8220;by far the most likely employment of ballistic missiles in the world today, and it demands our immediate attention in the event of a need for a U.S. or NATO response.&#8221;</p>
<p>He says Iran is an &#8220;unpredictable adversary,&#8221; which could be provoked into action &#8220;by an isolated, and perhaps seemingly unimportant, event.&#8221; </p>
